placed below the banner is a table with small pieces of paper on it with writing utensils, and directions, for those unfamiliar with the festival]

This says its called Tanabata. It takes place on the evening of the seventh. Other places do have peculiar holidays.

It's probably just what you grow up with. Apparently you're allowed to make a wish, too.

Doumeki told me that wishes are granted because there are two lovers in the stars that meet tonight. There isn't even a catch to it.

I don't think it necessarily has to be a wish related to lovers. Although if that was your first thought, then perhaps you should keep it in mind.
