You're right. But the real question is: was this the most our budget could afford, or did we decide to spend the entirety of our budget on the most expensive pirate ship we could find?

That was my original thought, too, and if this wasn't bought with it, then I think it's safe to continue believing that it doesn't exist.

It's a carnival. A carnival needs carnival-type things.

There are plenty of them around. It's just that they disguise themselves to look like regular people, so it might be more difficult to spot them with an untrained eye.

Yeah, it usually takes a few hours to complete the disguise.
