That's correct. The rule is that those who are aged twenty-one and younger are considered Campers, although there are those who are much older that also fall into this category if their physical appearance is young enough. The distinction is, admittedly, hazy.

Occasionally they are encouraged to, and some of the more studious ones provide a useful service, such as the doctors and healers. Otherwise, not especially.
