"Heavily armed good people and bad people," really. The existence of metahumans worldwide tends to mess with those basic definitions.

Proactive bad people and even more proactive good people too.
Though it's more likely that some super crisis predates both.

If you had to pick, though, which would you say? Which side made the jump to "super" first?

Most legends say that some super powered being saved the world from some crisis or other. So the hero might have come first, unless the crisis was caused by an even more powerful force out to wipeout all life.

Does "force" count? Normally people think of a hero or a villain as a person, not a natural and magical occurrence.

They liked to personify forces in those days, didn't they? Put a nice punchable face on it for the first hero that comes along to aim for.
