My theory is that the presence of the Moogles has caused a shift in overall mentality.

Ah, have you not seen them? The small, white, bear-like creatures with red pom-poms dangling from their heads. They're stationed all over Camp.

I wasn't aware that was what they were called. How might those creatures have caused a shift in the overall mentality?

They revive anyone who speaks to them from death.

...I have heard about this, but I can't bring myself to believe it quite yet. Have you ever witnessed such a revival occurring?

To the best of my knowledge, that is correct.

And what of those who do not speak to the Moogles? Do they remain dead, or does something else happen to them?

As to that, I am not entirely certain... it seems to vary, and there are not many instances of people dying who have not spoken to the Moogles.

If only those who did not speak to Moogles were to remain dead, then this camp is far more repulsive than I had previously thought.

... Perhaps, but there are ways to encourage safety among the residents.

Even so, encouraging the residents to be cautious will only do so much if threats to their safety can roam free and actively seek them out. There must some way of restraining criminals here.
