Kingdoms, yes, and empires, and city-states. I understand that some do not, and I must admit, I find their methods of governance confusing. The closest I can think of to this idea of 'democracy' is Ferelden, where the land is owned not by the Banns and Teyrns, or the crown, but by the farmholders, and the at the Landsmeet the nobles in theory represent the wishes of the landowners within the breadth of their designated area, and vote on laws and issues. But even there, the King has the final say, assuming the Bannorn does not intend to rise up against him.

Mm. I know a few who would feel the same. I do not understand it, myself. Oh, it is a fine idea perhaps, to give all a say in the governance of their homeland, but in practicality, how does it even work?
