Does anyone think that it's okay to say John surrendered Mary? If it's missing something, please add it.

Well from what I understand I don't think John can "surrender" anyone but himself. So I would say, John surrendered to Mary

Or now that I think about it John could surrender Mary but it would have to be : John surrendered Mary to...someone

exactly. "surrender" requires both a direct and an indirect object. In some colloquial uses, the indirect object is assumed: "I surrender!" assumes the "myself to you" which should appear after the verb.
