The Colonel warily respects Sing because he's been in the Repliforce before, but he also has shown that if things don't go his way, in Colonel's opinion, he is liable to jump ship. However, his dedication to his own beliefs is something that the Colonel has come to give some thought to because Sing is really a valued soldier in Repliforce, or whatever organization he is a part of. The thing that the Colonel remembers the most about Shrike is that he can be very professional, if a little bloodthirsty at times.
Thetis does not know Sing that well, so he doesn't have an opinion on him other than that he's a machine that is polluting the Earth and should be retired.

Before he became a digital spirit, the Colonel had a healthy respect for Dr. Light. If it was not for him, none of robotkind would really have any existence, but on the other hand, if it wasn't for him, there might not have been a war. However, the Colonel has decided it is better to exist, than to not exist at all.
However, in Dr. Light's current state of being, the Colonel is very wary and cautious in how he deals with the Good Doctor. The UN has pressured him time and time again to provide a contingency plan to disable the Good Doctor if it came to Us vs. Him. Dr. Light is a hazard, in Colonel's tactical mind, and could prove to be a dangerous foe, as the world saw when Dr. Wily got a hold of him.
Sometimes the Colonel wonders if the Good Doctor really has a hold on this current state of reality, and worries that one day, he may have to take him out.
Thetis just smiles when someone mentions Dr. Light. He wonders if digital energy can be frozen.
