Or the city is so because it has a historic cathedral with the cathedra = the official seat for the Bishop. See Wells in Somerset [smallest city in England).

Cities often have cathedrals, but they're not cities because they have cathedrals :- http://www.ukcities.co.uk/status/

That site does mention that some cities have been called so since before records began though.

Regardless, Blackpool is not one :)

Incidentally, I've lived in Wells and very nice it is too :) We used to live near St Cuthbert's Church and would regularly be asked by tourists if it was the Cathedral :)
