Actually, they are people born with undifferentiated sex parts, roughly 1 in 2000. This can be to an extreme standard or it can be inclusive of an enlarged clitoris to a very small penis. The standards of measurement tool use to be a ruler, it was a pretty barbaric practice.

I think it would be barbaric if they were mutilated... same thing today.

The use of the tool was used in place of a chromosome test to determine what sex they would make the child whether or not the genetics matched the assigned sex. Under a certain amount were assigned as girls, over a certain amount were assigned as boys, and those in the middle were assigned as girls due to the phrase below.

One of the old phrases was it was easier to dig a hole than build a pole
