Heroes, I have not heard anyone lay claim to the northern district of the city and its hospital. I am therefore stating my intent to administer to that area. If any of you are at work there already, please continue. If any of you are seeking territory, I would welcome your collaboration.
In addition, I declare the hospital to be neutral territory to everyone in the city, regardless of affiliation. War and violence have no place in a house of healing, and I will not tolerate it being abused for purposes of sadism or revenge. I promise sanctuary while the doctors work, and safe passage afterwards.
