It's hard to explain, really. He can travel back along a person's timeline, picking up information or interfering as he sees fit. Which he rarely does.

He's scared of it more than anything, from what I've been able to tell.

She's moving through time. Whether to stay hidden or to do something her higher ups are telling her, either way... that explains the interference.

We need to get Katurian, then. He can get us to Fugue.
