When did summer become the only time you can have a vacation?

Shortly after it was decided that the general populace could have vacations at all. Only the elite can do so whenever they wish.

That goes for any century, really. People want what they don't have regardless of what it may be, but when it comes down to it, money does really make everything much easier. It doesn't necessarily mean you'll be happy, but it means less to worry about.
