Jack wasn't stupid. He'd seen enough during his time at the CIA to know that for all the good it did, the Agency wasn't exactly full of angels. That was one of the reasons he'd allowed himself to be recruited to CTU, so that he could protect his own country instead of meddling in others. But having another operative around, someone who knew the game and saw things the same way he did instead of from a cop's perspective, could be very useful. It all depended on what kind of work Sheldon had done for the CIA, and how he'd done it. He could be trying to play the police for his own ends, or he could be on the level.
