"The rules are simple," Kate said clearly, addressing the group that had gathered on the rooftop at sunset. "Once the teams are chosen, you have thirty minutes to pick a base and hide your flag." She tossed a red bath towel to Tom and a blue one to Josh. "The base can be anywhere in the City limits, but it must be outdoors. That goes for the entire game. No going inside and then declaring yourself the winner because no one tagged you. You can get tagged anywhere. The only neutral territory is the MAC, so people can get drinks and stuff if they need to.
"When you get tagged, you go to the opposing team's jail which is in their territory. You cannot leave jail unless or until someone from your own team rescues you. Following a jailbreak, you must return to your own base first before making an offensive action.
"To win the game, you must retrieve the opposing team's flag and bring it back to your home base. If you get tagged while holding the flag, the flag goes back to the base. The game ends when a flag is retrieved or at 2am, whichever comes first."
She paused, almost managing to shut up for a full three seconds before she remembered one last thing, "Oh yeah, and you can use your powers, so long as you don't use them to hurt anyone. Everyone got it? Any questions?" It seemed straight forward to her. Satisfied, she nodded at the group and let the game commence.
