Life had been surprisingly good, lately, for Two-Face. He'd been laying low, keeping off the network as his crime domain slowly grew larger. It was something, at least. He had a guy now to keep his finger in the drug market (even if Two-Face himself didn't care to meddle in drugs personally), and he handled weapons. Staying under the radar -- particularly a Bat's radar -- was turning out to be extremely profitable. Harvey had also been quiet.
He hovered by the docks, looking to see if he could intercept any goods for resale.
