Another way to shrink pictures easily is with paint. Open picture in paint, use the "stretch/skew" option under the "image" toolbar. Type in a number less than 100 in the horizontal % box and the same number in the vertical %box. (If you use different numbers you will obviously get a crazy mirror effect.) If resulting image is too small, undo and try smaller numbers, if image too big, undo and use bigger numbers. Repeat as neccessary.

I like this method because I've not seen a computer without paint. (Well, Macs don't count.)
