its definitely possible, if you or a friend could build the comp from scratch. or just modify the computer you have part by part, if you cant spend a whole bunch at once. like adding RAM, and a Writer, then getting a monitor later, etc. stuff like that.

also, if you cant do it yourself, places like best buy/compusa offer services to replace parts of your ocmputer, if you supply them the materials and whatnot. thats what i did when i got a new motherboard, cause i dont have much experience with those x_x otherwise, replacing hard drives and adding more RAM is easy..
get a new motherboard/CPU before buying any RAM, cause some motherboards only take certain types, such as DDR RAM. and then i hear of some new ram like SD DDR >_> or some crap, i have no idea XD
also, if theres any computer shows in your area, you can get some great deals on premade computers, or just the parts themselves. :D
true, but i think its best to take care of the computer first. unless you need the flatscreen for something important, like i used to CG horribly cause the monitor i was using was way too dark x_x so the flatscreen i got helped me and my art improved and whatnot.

You can put together something better with parts from newegg and pricewatch as said above.
And it doesn't even say how many open ports it has. I'd at least make sure it had some open AGP port to stick a nice Radeon or GForce in there.
