There's an episode of the West Wing with a discussion about public perception of foreign aid. Josh has been wound up by it all day, but no-one has quite asked him why:

Josh: 68% think we give too much in foreign aid, and 59% think it should be cut

Dropping by to suggest that 9% might think "yes, it's too high, but that's the marginal cost of providing aid, there's wastage in every system, and cut by how much anyway? What a simplistic, non-comparable pair of questions." You know... That's what I thought when I replied to a similar pair of questions not long ago. Not everyone is necessarily stupid even if some people are very clever.
