I like park nicolet, but they don't have sliding fees.
However, there's (or was: hope it's still there) a community medical center for people without medical insurance, and it had a dentist there who was awesome: he did a great job on my fillings - but they don't do everything there - like, no root canals : however they do cleaning & stuff = I went there years ago so I don't know if they're still open, but it was on Hennepin & around 24th street. Let me see if I can find out it's address.

I use the University Dental School when I'm low on funds.
They charge very low rates and every step of the work is overseen by professional dentists who are teachers with years of experience. Also, I've found the students to be less jaded and more responsive to my feelings than professionals of longer standing.
they do surgery too - ones which the uptown might not do - but you have to get on a long waiting list - I tried & over a year they never got "time" to fit me in.

I go there. He is the cheapest you will find. Not sliding exactly as he does not get any government funds. But he does take payments and is very considerate of your finances. No Nitrus. It is one way he keeps costs down and he believes it is very dangerous. But the U of m school doesn't use it either. I find him to be very skillful as well. If you can do bookkeeping he might barter.
