That type of outfit(More of a 'uniform', really) is most commonly worn by what we fondly refer to as 'LGs', meaning 'Little Girls'. Specifically, LGs are little girls(14-18) who want to be cool and hang out with the big kids, sneaking into bars, clubs, house parties and frat houses.

There's a whole group of people who are all hot and horny for LGs.
