Yesterday I came within an inch of having my foot run over by a 4WD turning in front of me on a pedestrian crossing at an intersection. It approached from behind me when I was already on the crossing . This was in a shopping centre where the speed limit was 15km/hr. Perth isn't the worst. The rules in Adelaide, last time I was there, seemed to be that a Walk sign didn't apply to turning vehicles. I've found the safest thing to do is to watch other pedestrians, and cross when they do.

That said, too many urban 4WD drivers seem to believe they're immune to everything, including prosecution. I suspect that if police were serious about prosecuting people who drove while talking on their mobile phones, they could simply stop every 4WD on the corner of Hay and Milligan and fine them. It might not pay off the deficit, but it'd put a sizeable dent in it.
