I'm going to argue my case for Life on Mars (the UK version) and Ashes to Ashes.
They are both police procedurals and yes, when people initially first watch them they may think 'time travel'and therefore carry sci fi elements -the conclusion is in fact very different (and totally awesome). But despite what the main characters of Sam and Alex personally go through as characters taken out of the modern era and put into 1970 & 1980 respectively, the shows follow a consistent 'solve a crime' procedure like most cop procedurals every episode, with a spin of showing how much cops have changed over the decades.
I know I could put my modly foot down but I'm not that power hungry just yet ;P
I have never seen either version of the show, so I don't know anything about them, but from what you describe here, it sounds to me like they are fine. I'll add them to the list.
