I'm estimating at ten days old or so - their eyes were open but not much else. And if he wasn't leaving mama to feed as often as needed then they could be stunted from that. Plus the cold could have been making them lethargic

I'll update you right here - he wasn't there when I went back this morning around 7.30, wasn't there when I drove around the neighborhood at eight, aaaand not when I was drove back to this area around noon nor was he there just now. My only hope is that he knows some little place where he goes that the animals can too when it's snowing really hard (and now straight up pouring rain/ice). I'm going to go back around ten/elevenish when I first saw him there last night and obviously I won't be able to stop myself from checking at least once a day from now on, but I don't know what to do past that.
If the puppies were weaned, I'd bring them to a shelter. Except if it's winter; then I'd get the puppies into the warm no matter what age they were. It would suck to separate them so early, but it's below zero here and we got 40 cm of snow on Sunday. Freezing to death is worse than poor early socialization and drinking formula.
Yeah, that's what I think, too. The puppies (or the mom and guy) weren't there when I went back this morning. I just hope he listened to me and is keeping them all together instead of stashing the puppies somewhere else.
I would ask for the puppies, and tell the man that unless he gives them up, Animal Control will get involved (either because I call them, or someone else will find the puppies and call), and he will lose the mom as well. (It would be kind of a bluff, because I don't know if I could make a call that would separate someone from their pet. Hopefully he wouldn't know that.) Mom will be fine and it would be too hard on her (and him) for them to be separated. The puppies are awfully young but snow/cold is more dangerous than early separation.

I've seen the guy around and he's never been bothering anyone, but his is someone who kind of mutters and gestures to himself soooo I don't think I would ever directly give him an ultimatum like that.
I agree with getting the puppies to the shelter. Also, here's more heart talking: can you help him license mama? I don't know how that works where you live.
I was thinking I could do that, too! It's only like five (maybe fifteen for a first time thing?) so definitely do-able. There are a couple of problems with that - I wouldn't be able to help him out with that until after the next free rabies vacc clinic because I'm pretty sure you have to show proof of rabies at a minimum. I also think it's more expensive for an un-altered dog to be licensed. And finally, an address. I'm totally willing to help the guy out, but I don't want my address and therefore me to be responsible for a dog I don't know.
I know there are special things in place for addresses for homeless people, I just can't remember exactly what it is. So he may have an address that he can use.
I hope somewhere along the way there's room to help him get the mama dog sterilized so he can continue to have his very important companion while not adding to the puppy population.
