I still say Hell would be the safest location for culinary lessons. Lucifer even gave them safe passage (and was very amused/interested when he learned why Uriel was asking for safe passage).

XD I doubt he'll be amused if he sits in on one of those lessons and ends up covered in batter with the consistency of glue, or something of the sort.
