In the first line, he's asking if anyone know if there is or was someone called Zero.
Possibly... well, "zero" is also slang, I think, for a loser, and he believes there are a lot of those here. So the next line is clarifying, asking if anyone is literally named Zero. He had a dream where the word appeared.
If no one knows the name, it's not a big deal, he just wants to know if anyone's had that dream. That, or if others have been having other people's dreams. And the Section one cafeteria is terrible.
