That does look a lot like Vanilla Ice so I'm guessing Cool As Ice (which I totally saw back in the day).

haha it was my blast from the past! I loved that movie as a teenager and something made me remember it the other day and I just had to watch it again. Hadn't seen it in over 10 years but I could still remember all the lines and it did not disappoint :P
