While I don't know about government being truly evil, I do know that several cartoons, books, movies, and what have you have taught me that if you try to stamp out all of the darkness and evil, the light grows too strong and makes it easier for the deeper evil to manifest itself secretly.
Therefore, we mustn't reach an ideal on either end- we have to hit that delicate balance between the two.
