Most people hate him for Katrina. But they are ignorant becuase he didn't have the authority to do anything. It was the governor (who was black BTW) who's responsibility it was to get help. And he didn't.

This is one of many theories that will continue to pop up over time, but while we may work on thing such as trade connections, there simply is no way all three countries would join together. If they ever tried there would be massive revolts, protests, etc. and the differences in policy between these three countries are much greater than they were between the European countries wich make up the EU, making them impossible to combine.
Also, since when does: let's discuss the "Security and Prosperity of North America" = let's make one big happy country?
