While I've never stayed there, I walk past this place all the time, it's in a good area of downtown (right across the street from my school, so I've been there at night all the time and have always felt safe) and I consistently see it being recommended for people to stay at. It looks very shiny, secure, and clean from what I've seen going past. It's a bit of a hike both from the Consulate and the Greyhound station (I think that's at Union Station, right?), but it's really the only hostel I've ever seen that's right downtown.
