It's been one and a half months since I've started on my french101 module - and I've not been taught how to say the word 'sorry'. Is it true that the French are snobbish and never apologize?

i think you are right.

"désolé" seems to mean more sad, dispirited or even disappointed rather than apologetic.

the nearest might be to go for "pardonnez moi" which asks for forgiveness.
