Shizuo
Death would be too good for him. As an old adversary, he knows Shizuo's fighting strengths well, but at times he can be slightly unpredictable. Izaya honestly doesn't consider Shizuo even remotely human, and as such is personally exempt from Izaya's usual fondness for his fellow man. What this hatred stems from isn't honestly all that clear - but the desire to destroy Shizuo has been with him since they first met all those years ago.

Antonio Fernández Carriedo
An old schoolmate - they weren't hugely close but they hung out from time to time. Izaya was very happy to have received a nice and friendly welcome from him and would like to catch up with him and the others more.

Masaomi Kida
Izaya's little general. Kida blossomed beautifully from a boy leading a small brood of mudblood and halfblood puppies to the head of a proper hunting pack of wolves, with only a few gentle nudges from Izaya's expert hand. Credit goes where it's due, however, and Izaya likes to believe that Kida's inherent talent brought him this far -- which made it all the more fun to have crushed him (not that anyone knows who was behind the entire thing, of course). It'll take a while to gain back his trust now that he's back, but he's sure they both know just how much a future arrangement between them might be mutually beneficial.
Nill
She's got that angelic beauty, certainly, but her looks aren't the only angelic thing about her. Izaya knows her secret but doesn't care to tell - keeping her under his thumb is far more entertaining - and might piss off that other information dealer that she hangs around with. Nill's trust for Izaya might seem misplaced, but his lies stretch back miles, and as always, he pulls them off flawlessly.
the TYL event nearly messed up his plans, however -- he's going to have to win her trust back just a little, but her naivete works so well in his favour.
Gilbert Cocteau
This kid piques Izaya's interest. Not only is he somewhat related to one of the most powerful wizarding families in France, but there's definitely something fishy going on with him psychologically. Clearly, there are some strings to be pulled here.
Lyra Belacqua
In Izaya's opinion, Lyra's the kind of girl to get mixed up in things far bigger than she is. She's highly intelligent, talented, and also very bratty - but he one-ups her with his professional relationship with her "Uncle" Lord Asriel (whom he corresponds with in studies regarding magical creatures in Northern Europe) and his knowledge of her biggest secret - the fact that she posesses an alethiometer. This alethiometer has been a quick one-stop source of information for Izaya in a pinch, and she's been of great help to him in the past.

What a mature kid. Must be something behind that, huh.
Mukuro Rokudo
Interesting kid. Cynical, but smart. Has an odd love for moral quandaries.
Erika Karisawa
A rather amusing student that was involved in the Blue Squares/Yellow Scarves gang incident with Masaomi Kida. Slightly less amusing is her propensity to slash him with Shizuo. It makes him ill thinking about it, but Shizuo's reactions are sometimes amusing.
Walker Yumasaki
Another interesting student that was involved in the Blue Squares/Yellow Scarves gang incident with Masaomi Kida. A little too smart for his own good, but also just as numb-headed.
