plotting its discovery

I don't think you read the lyrics right, though - the "victory" they're talking about is the victory of "instinct over intellect" - of fear, greed, lust over any kind of thoughtful process, but because it IS a victory it still produces a thrill, so we find ourselves thinking we've won when we've only succeeded in digging ourselves deeper.

The verses make it a bit clearer:

"Among the parade crowd there stands a decorated man
Remembering how he helped to save this sacred land
His helpless enemy was wounded, both hands raised with hope
He killed him without second thought, with brute force and a rope

Victory! (etc)"

I would also have accepted lyrics from a number of Killing Joke songs, particularly "Requiem" or "War Dance."
