Why are sentence fragments becoming the prototypical "elegant" way to write English? Observe the following sentences from the back of one my boxes of cereal.

The UNC library system has this really annoying feature that allows anyone who wants a checked-out book simply to fill out a request form online, upon which the current person with the desired book will be notified that he or she has 2 weeks to return said book. I saw a sign today that read something to the effect of "Almost 66% of the world's illiterate are women." I was unsure of its message. Are they demanding more illiterate men? No, of course not. But what a stupid sign.

My mechanics test went surprisingly well.

It all paid off. Now I celebrate.
