Our local news does restaurant health reviews weekly (surely they do this on the LA news too?) and believe me the stuff they describe that causes a restaurant to go below even 90 (food at room temperature, mouse droppings, roaches, fresh meat dripping onto salads or veggies, moldy ice tea urns etc. etc.) is pretty bad.
Of course, it's also said that most homes couldn't pass a health inspection. ;) Good luck with finding a new ramen heaven.
