very interesting story. Makes me think of the "no child left behind" policy in the states now, resulting in standards being lowered, rather than the intended children being brought up to the standard. But it was written long before that policy was made.

I think it's more about trying to thwart darwin's principles, though I don't know enough about the time period to say what it could be stemming from.
