Just as a suggestion, I say definitely keep talking to him a lot, maybe do some things with him outside of school as friends. No one but you can decide ultimately what to do or when to start something new, but getting closer in general doesn't require much commitment or baggage. If you both are comfortable with how each other acts, if it happens to develop further on its own, then it will.

If he asks about a relationship specifically, and you're not entirely sure yourself, then tell him what you're comfortable telling him, the ups and downs of the prospect...if he hears and understands your fears, then you'll know at least you can trust him in that direction.
