Almost never by the people who are at the bottom of the power structure, though! And in the Hunger Games, Katniss is very near the bottom--a poor girl from a poor District, living with a single mother who's too disabled to support her. Many times, these power structures are maintained not just by the powerful whom they benefit, but by the disempowered who cannot conceive of there being another way to live.
