None of the banks I use charge you to keep your money. They only ever charge you if you overdraw, but that is easily avoided by paying attention to your account balance. I use a local bank and WaMu, and haven't really had any problems. Look into something else before you decide against it, lovely, because PayPal is a WONDER and you should really get it if you can.

Regarding the service fee, I haven't looked into any other banks around here- I just assumed that it would be a basic function, because for as little sense as it makes, it still makes some sense that the company which is protecting your money has a reason to keep itself from going broke. I'm just too lazy to look into it at the moment, which isn't too horrible considering that the only person likely to send any cash my way is currently AWOL. So meh.
