In the first four .hack games, one's abilities are determined by what equipment you have; without that equipment or armor, you lose the ability. Wavemasters can only equip the lightest armor class, and none of these types of armor have any physical combat capabilities. Their weapons, staves, also don't have any physical combat capabilities.
That said, at the point Elk's taken from, he's able to equip the highest tier of light armor and staves. This means he could use powerful single target and area-of-effect attack spells, as well as the strongest healing spells. The attack spells he would be able to use are elemental-based - fire, water, lightning, wood, earth, and darkness.
Because the class on its own is so overpowered thanks to its magical capability (so much so that it was broken into separate classes in R:2), I'd like to keep his power limits capped. This means none of the area-of-effect spells, and none of the Level 4 summoning spells. What he does have access to are the following:
PhaRai Kruz - single-target lightning spell, would drain a lot of his energy.
PhaVak Don - single-target fireball/meteor spell, same energy requirements.
Pha Repth - single-target, full healing spell, same energy requirements.
Rip Maen - single-target, resurrection spell, very heavy energy drain. (This works within the limits of Luceti's death/resurrection system.)
Rip Teyn - single-target, cures poison and paralysis.
Permissions for my character:
... Hugs? He won't hug you unless you're Mia, and even then, it depends on the situation. Likewise, accepting? Automatic yes if you're Mia, everyone else may meet some resistance, but is welcome to try.
... Kisses? He's going to flip out, more than likely, if you try, in a sea of embarrassed flailing? But you're welcome to try, within reason.
... Kill/Maim/Hurt/Etc.? No killing, plz. Anything else, ask me.
... Kidnap/Torture? I'm more than likely going to be okay with it, but talk to me first.
... Backtag? Yes.
... Threadjump? Yep, within reason.
