One of my LJ Friends, Allthingsshiny works in a county shelter in So California.
She has just made the dreaded announcement: "It's Kitten Season at the Shelter"

The spay/neuter bill I referred to was Riverside specific, though a statewide bill was defeated last year as well. LA County passed a spay/neuter bill, but now the challenge is enforcement.

Thank you for clarifying which laws got passed & where :)
Soon all counties all over CA & the USA will have the Anti-Mill laws and then we can focus on channeling 100% of donations to Free/Low Cost spay & neuter programs
And after that...in my "perfect" world dream, your job at the Shelter will include the fun task of selective screening of applicants for a more limited population of animals needing homes, where people are standing in line begging to adopt :)
Yes yes I know...Just allow me this little day dream :P
