More to the point, I don't think Ted would have wanted this bill named for him. He was about the compromise, about being a team player, about forging alliances. To stick his name on it would imply that he did it all himself, and I don't think he'd want sole credit.
And yeah, it's just tacky. I know his colleagues liked him, but can't we bury the guy first?
