Ok, I was so lost that I went and did some research. Apparently Japan has novelty gadgets like this one. It's a keychain with a strip on it that is supposed to simulate removing the tape from a package. When you pull the strip, sometimes it will make little bonus sounds. There are other similar devices that simulate popping bubble wrap, etc.
