Yes.

You can find them outside of the cities, most of the trainers who take the gym challenge seem to fight them quite often.

What level are your Pokemon at? The better trained they are the easier it will be to fight with them.

Each Pokemon has… a skill level of sorts. The more you battles they win the higher level they gain. It makes them stronger for future battles and they can learn new attacks.
