The creepy Carly woman probably asked for the "Ron who lives in 4" and your neighbor said "No, a girl named Melinda lives there". So Carly was just trying to be nice by calling you by your name. And if Ron just got out of prison, maybe he doesn't want to be found and Carly's not happy about that.
