Yep. Everybody has their own garbage & recycling cans. If you have too much garbage, you have to pay for it to be taken. So presumably, these reverse-garbage-vultures go sneaking around looking for empty bins to fill with their overflow. And since we often put off putting out the trash until the early morning (but put our cans out the night before), I sometimes don't have enough room for my garbage in my own garbage can.
