your base.
-duplicate your base and set it to screen
-
make a new layer, set it to burn, and fill it with #a8cff5
-
make another new layer, set it to saturation at 60% and fill it with #2f71a9
-
<--take this texture and paste it as a new layer. set it to screen (mine is set at 54%, you can play around with the opacity to get it to your liking though.) *Optional step* (texture made by
