Two-Face would be awesome, but the suit seems like it'd be a lot of effort and money. Well, I guess that depends on what tailor you can get to do it and how much you're willing to spend.

The suit for Two-Face will probably cost about the same price as the suit for Joker. I'll be doing it in Shenzhen, which is cheaper than doing it in Hong Kong (and probably way cheaper than doing it in the States).
I was up there today... couldn't find the right material for a Two-Face shirt (Batman Forever), so I decided to go with Joker (especially since 5 guys in our department are going to go as Two-Face in pretty crummy suits). It cost me US$100, but I figure it's still worth it.
Was thinking about white or red/maroon hair-spray... temporary, of course. I'll probably still get it for my colleagues while getting bright green for myself. Whee!
The purple pin-striped zoot suit I made for my beloved for his Joker costume has been a hit since it came off the sewing machine. If you can find the clothing for it, Joker would be a fabulous costume.
I think the Scare Crow might be the easie to put together. Dark ratty clothing, anda burlap sack to fashion into a mask, bits of straw and you're done.
If I could I'd make the duo tone suit for you for TwoFace, but I'm afraid time constraints and distance prohibit that.

Fairly sure there will be PLENTY of pictures on the night. For some reason, STAR likes to take pictures of me when I dress up. I have a certain... willingness to 'play along', I suppose =)
