It is from the novel 'A Clockwork Orange' by Anthony Burgess. He creates a new language or slang in the novel, since it is set in the future, and "I'll tolchock your rot" means I'll hit you in the mouth :P

OK, I get it. He took two english words and two russian words (wrong ones, I must say). But of course, author has the right to do anything he wants:)

ya it's not meant to be actual Russian. He just derived a lot of the slang from Russian & German words.
