I don't know where you can get the programs, but the process is called tiling or posterizing. That may help you find what you're after. Try something like, hmm, image +posterizing or enlarge +posterizing or somewhat.

The ice cream flavor thing is a question that's supposed to reveal your true personality. Vanilla shows you're conservative, etc. Utter bollocks.
